Provan, Keith G., and H. Brinton Milward. 2002. Do Networks Really Work? A Framework for Evaluating Public-Sector Organizational Networks. Public Administration Review 61(4): 414-423.

A very influential paper in the network literature with its focus on key stakeholders, different levels of analysis (community, network, and organization/participation levels) and different sets of effectiveness criteria. Although the paper by Provan and Milward in ASQ (1995) has been more influential, this paper added the focus on different performance criteria. -Editorial Board
